Add detailed risk treatment notes with the expanded 10,000-character limit

What's changed?

The Note field in Risk Treatment Strategy now supports up to 10,000 characters (previously limited to 500 characters). This enhancement provides you with significantly more space to document comprehensive remediation strategies and contextual information for your risk management activities.

Why it matters

With this increase in character limit, you can now add complete treatment steps and maintain all context within Scrut without needing to manage parallel documents.
