Improved Employee User Access Restrictions

We’ve enhanced our platform's user management to prevent employees with statuses such as Non-Personnel, Offboarding Needed and Offboarding Completed from being added as platform users.

Previously, while these employees were hidden from the user list, they could still be manually added by entering their name and email. With this update, the platform now blocks such entries, ensuring tighter control over user access and maintaining compliance with organizational policies.
